The Public Accounts Committee (PAC) discovered that 23% of the 92 beneficiaries of the Benazir Income Support Program (BISP) were issued to the deceased. The findings surfaced after they examined Poverty Alleviation and Social Safety Division (PASSD) report, 2019-2020.
‘Ghost Beneficiaries:’
Due to the lack of their data, 53% of them were categorised as ‘ghost beneficiaries.’ PAC says over Rs. 19 billion in subsidies were given to people outside the areas that were nominated.
Secretary of BISP says the adoption of biometric verification has enhanced money distribution. The ghost beneficiaries are a result of extensive migration. He also acknowledged that the biometric system has been misused.

Under the Federal Minister for Poverty Alleviation and Chairman, Shazia Marri’s new program the transgender population is now qualified for the BISP. She referred to transgender people as the most vulnerable group of the society as they deal with severe societal, economic, and cultural obstacles.

According to the BISP chairman, 50,000 transgender people are now registered with the organisation. In order to participate in the programme, they must also register themselves at NADRA.
